“Chernobyl certificates” that provide the owners with a number of benefits – anulled in 2007: http://spring96.org/en/news/50403
Excerpt from hard to get paper “The Main Scientific Reports” – International Congress “The World after Chernobyl” Minsk (Belarus), 1996 – by russian atomic physicist in the former Soviet Union, Prof. Vassili Nesterenko (BELRAD Institute, Minsk: http://www.belrad-institute.org/) He was one of the last independet scientists in Belarus and a liquidator during the Chernobyl catastrophe (atomic reactor explosion in 1986). Belarus adapted a program in the mid 90ies which calls irradiated areas of 1 – 5 C/km² as clean and stopped money. The same will happen in Fukushima.
EDIT: July 12th 2011:
Minami Soma city is asking all the evacuees to come back to their land:
The crime is happening right now!
Simple, but gruesome, the same thing in Belarus:

Here is the french CORE program – an aid program, that kills: https://tekknorg.wordpress.com/2011/03/18/core-a-chernobyl-aid-program-that-kills/ – which heavily relies on the mid90ies development mentioned above.
Belarus struck of 1000 villages from the radiation map: https://tekknorg.wordpress.com/2008/05/14/government-1000-villages-struck-off-from-being-contaminated/
I met Nesterenko in person in April 2006, in Geseke / Germany, during a Belarussian-German meeting “20 Years of Chernobyl”. Along with Prof. Alexey Jablokov (whom I met on April 9th 2011) he published this study:
Chernobyl: Consequences of the Catastrophe for People and the Environment (1,000,000 deahts):
by Alexey V. Yablokov,Vassily B. Nesterenko,Alexey V. Nesterenko
And now, Belarus builds it’s first atomic power plant, where 72% of the Chernobyl fallout contaminated 25% of the country:
