Awarness of Nuclear Explosion from graphite-moderation with water-cooling is as old as Reactor Theory itself: PAGE 382 describes the US water-cooled graphite-moderated pile at Hanford: “Because of the risks in the event of an accident, the pile must be at a remote site. For water absorbs neutrons, so that if the flow of water were interrupted and the control and safety rods failed to operate immediately, the water in the cooling annulus would evaporate and would no longer be there to absorb neutrons. Those neutrons would then be available to multiply the rate of fission in the pile, which would become violently SUPERCRITICAL; the temperature would rise, the FUEL ELEMENTS WOULD VAPORISE and RADIOACTIVITY would be widely scattered.”

Compare Hiroshima bomb: little bit more than 6 Kg Plutonium 239.
