CORE – or “on how to end Chernobyl (atomic reactor explosion 1986 / radiation) and the resettlement of people in contaminated areas in Belarus”
CORE – from “Cooperation” and “Rehabilitation”. Rehabilitation means: Restoration.
CORE – program launch in Belarus: “Bragin”, “Chetschersk”, “Slavgorod” and “Stolin”.
CORE – the successor program of the failed program “ETHOS” (http://www.cepn.asso.fr/spip.php?article56).
The already existing Chernobyl NGO’s do not play a role in the CORE program, beside themself participate on CORE – with their own (already short) budget – raised from international donations.
The CORE program was made public by the IBB (Link) in 2004, after developed behind secret doors.
Who developed CORE / ETHOS and why is it the mayor international Chernobyl project today? Simple Answer: CEPN – “Centre d`etudes sur L’Evaluation de la Protection dans la domaine du Nucleaire” – a Study Center for radiation protection in the atomic sector, which should controll both research and science. CEPN already developed the failed ETHOS program and is also responsible for the today programs of CORE. View CEPN website HERE
But CEPN is not a NGO. CEPN was founded by the French Électricité de France (the mayor atomic power BIG player in the E.U.), French electricity association, and by CEA, the Comissariat for atomic power AREVA (former COGEMA). Not far away from IAEA. Remember the IAEA: They deny any links between radiation and illness excpet thyroid cancer.
Now everybody can see, that ending Chernobyl or making it’s results on health is even tried to manipulate by so called humanitarian projects like CORE / ETHOS. By the same people who sell the ideology of atomic power around the planet. It also shows that you can get BIG money by BIG players, but only if doing what they are saying. Independent science and research does hardly exist anymore. Simple truth, like the gag contract between the WHO and the IAEA from 1959, which does not allow the WHO to publish illness and death numbers from Chernobyl radiation on their own. So, don’t expect the WHO to criticise the CORE / ETHOS program or the attempt from Belarussian Government and the IAEA to end Chernobyl. Can you end halflife periods?
The WHO does know that 300 Million people on Earth have become victims from atomic power, Uranium caving etc…

The Budget of the CORE program: 5 Million EUROs. But there are also papers which show a Budget of 4 Million EUROs. The truth is: You need Billions of EUROs to “handle” Chernobyl: More than 2 Million people are still living in contaminated areas in Belarus. How to evacuate them? Build endless houses? Why such a small budget? If you would push more money into it you would admit that Chernobyl was what it was: A unpayable Catastrophe. And one 2nd thing: You would admit that atomic power is unpayable – none of the atomic reactors on this planet are assured. A big crash like the Chernobyl one would cause a damage of 2 – 5,000,000,000,000 EUROs in the U.S. or in the E.U.
And so, in May 2008, the belarusian Government struck off 1000 villages and communities from the list of contaminated areas.

Japan officials are going to call radiation measurements illegal and that they are disturbing the industry. Health plays no role. They are adapting the IAEA ideology of Radiophobia: The fear of radiation is worse than the radiation. Parce qu’il est inconcevable pour tout pouvoir d’assurer l’évacuation des zones contaminées, la catastrophe de Tchernobyl a produit 8 millions de cobayes condamnés à survivre sur des territoires dévastés à jamais. Mais elle a aussi produit une nouvelle génération de nucléocrates, VOUS, tout entiers dédiés au contrôle social. Vous déclarez : « (…) vivre sous Tchernobyl, c’est réapprendre à vivre, à vivre autrement, intégrer au quotidien la présence de la radioactivité comme composante nouvelle de l’existence »… et vous organisez l’invisibilité du désastre. Avec les programmes ETHOS* et CORE*, conduits par l’industrie nucléaire, vous avez, en Biélorussie, « aidé » les populations à faire comme si elles pouvaient vivre normalement dans des conditions qui les tuent. Vous appelez cela « le développement durable sous contrainte radiologique ». Armés de compteurs Geiger et puant la bonne conscience, vous êtes allés jusqu’à expliquer aux femmes enceintes qu’elles devraient se « réapproprier leur environnement ». Riche de votre expérience, la Commission européenne a maintenant besoin de vous pour en appliquer les conclusions ici. Car les États européens se sont rendus à l’évidence : le développement actuel du nucléaire « impose d’envisager l’éventualité d’un tel accident ». Le projet SAGE que vous finalisez vise à anticiper une telle « surprise » en formant les habituels relais du pouvoir (professionnels de l’éducation et de la santé) à « une culture de protection radiologique », véritable guide de conduite pour apprendre à crever en comptant les becquerels. Votre sale boulot prend tout son sens une fois mis en relation avec les dernières décisions de l’État : en effet, les illusoires mesures de seuils de radioactivité viennent d’être revues à la hausse, normalisant une alimentation et une agriculture irradiées. Vous n’êtes qu’un rouage de cette vaste entreprise de camouflage qui consiste à accoutumer les esprits au fait accompli. Et, dans cette scénographie, il ne manque pas d’écologistes collabos (ACRO…), de scientifiques marginalisés (Belrad), pour jouer les faire-valoir de ce projet négationniste. Toute cette affaire vise à organiser l’acceptation et la « confiance sociale » nécessaires à la relance actuelle des programmes nucléaires, civil et militaire (EPR, ITER, uranium appauvri, laser megajoule…). Pour être pleinement efficace, votre travail de dissimulation experte se double d’un spectacle télégénique où figurent girophares, blouses blanches et tenues NRBC, la simulation. Aujourd’hui, dans une station de RER, dans la cour d’un hôpital, sur une base militaire, dans le « périmètre » d’une centrale, dans les champs, les simulations sont partout. La mise en scène militaire de la défaillance et de sa résolution par des praticiens « efficaces » sont les deux faces d’un même projet de domination. Fardée d’images et bardée d’experts, la catastrophe peut alors s’effacer dans un quotidien ininterrompu « d’incidents significatifs », de « disparitions [de sources radioactives] dans le nucléaire de proximité », d’« actes de malveillance », de « retours d’expérience », d’« accidents domestiqués », de distribution de pastilles d’iode et d’« amélioration des méthodes d’interaction avec les populations ». Bien sûr, cette habituation à laquelle vous travaillez n’a pas pour finalité d’empêcher une catastrophe que l’armée est désormais officiellement la seule « habilitée » à gérer. En réalité, elle est là pour ajuster les rapports sociaux au désastre existant et aux suites des catastrophes à venir. Comme le conseille l’illusionniste prestigieux Jacques Lochard, « nous devons occuper le terrain ». Nous avons tenu cette fois à suivre son conseil et à venir couronner, comme il se doit, votre travail de maquillage en faisant notre « retour d’expérience ».
